If we take a look closer, we see arrival times if we were to take either the elevator or the stairs.

A passenger hits the 8th level button.

The time of arrival for floors 9 and 10 are extended because of our passenger's request for the 8th floor.

Several others have entered the building and punch in their floor number.

Arrival times for all floors above the lowest requested floor are extended. Stairwell arrival times stay fixed.

Sam shows up to the office and notices the crowd and the time it's going to take to get to the 6th floor.

He decides to take the stairs.

For floors other than the ground floor, the external control panel works as such (assuming you are currently on the 6th floor).
